Program Management

Programming begins by taking the owner’s objectives and working with them to define the goals, functions, and uses of the project. Programming involves preparing a written document that identifies facility needs, design expectations, budget availability, future growth expectations, and building code and regulations requirements. Program management encompasses all phases of construction from pre-planning, budgeting and scheduling, through design, bid and award, construction and move-in. Penn Contracting Group (PCG) has the ability to deliver exceptional services in program management, including procedures associated with cost estimating, constructability review, scheduling and claims analysis. Basically in our role as owner’s advocate/manager, we bring invaluable hands-on experience to the task of completing projects in the most productive, cost-effcient manner possible.

PCG’s responsibilities may include:

  • Assisting in selecting a programming architect
  • Coordinating partnering meetings between the architect, the owner, end users and various consultant groups
  • Gathering information regarding the building function, form, use, aesthetics and requirements to establish the program
